Just trying to figure out what to say that'll be useful.
The literal answer to your question is that in general fewer contacts mean less energy. However, that's one of those general observations that doesn't necessarily mean much, because the particulars of the chart have so much to do with it. For example, a planet that is completely unaspected can still be quite powerful in the chart if 1) it is in the sign of its natural rulership, 2) it gains emphasis by being a singleton in a quadrant or hemisphere, 3) it is the focus for a particular chart pattern (like the "handle" of a "bucket" pattern, 4) it is in "mutual reception" with a complementary planet (for example my Venus, ruler of Libra, is in Scorpio, while my Mars, co-ruler of Scorpio is in Libra ... this greatly emphasizes the energy of both planets even if there is no aspect between them). Also, a single tight major aspect can be more powerful than several aspects in looser orb. So you can't take that rule too seriously by itself.
In general, to assess the power of a planet you need to look at ALL the ways that planet can express through the whole chart -- dignities, reception, rulerships, pattern formations and so on -- not just the number of aspects it makes.
