Penfield states that it wa founded by Lord Bienville in 1718.
Penfield gives Feb. 10,1718 rectified to 12:13pm---but
does not indicate how he arrived at Feb. 10.
Marianne Alexander, a resident of New Orleans, in her book
The Centaur Pholus, page 56 states:
The records show that the city of New Orleans was founded
as a city in October of 1718. The ship carrying the official papers
sank on its way back to France, leaving the birth date of the city
a mystery---which is how Scorpio likes it. I knew the City is a
Scorpio. How could it be anything else? It is surrounded by
swamps, ocean, rivers, and it is below sea level. etc.
Though her scholarship sometimes leaves something to be
desired, I agree with her in this case. Anne Rice is an icon in
the city. Also, few are aware of the projects that went on
in New Orleans to develop the AIDS virus. See
